The 27 grievances can be broken down into distinct categories.

The first 12 relate directly to tyrannical authority and the need for representative government.

Grievances 13 through 22 directly relate to the King's attempt to ignore or destroy the right of free men to rule themselves, or create their own laws.

Grievances 23-27 focused on the actions the King took to abandon the colonies and wage actual war against them.

You are citing Grievance #27 - The King tried to weaken the colonies by causing rebellions inside the colonies through violence and military actions... some done by mercenaries and other acts done by sending British soldiers to treat with the Indians and convincing them to wage war from the frontier and french owned areas. Basically, he was using a 2-pronged approach of civil unrest AND outside attacks (but not by British forces). The king wanted the colonies to feel the NEED to be protected by British rule.
