translate into Japanese,

竜彦 and 龍彦 can be read as ryuuhiko as a person name. There is no restriction regarding this, and dictionaries have only popular readings. An actual example is;
久保竜彦くぼりゅうひこ Kubo Ryuuhiko, a football player in J1 league.
