Is headers on motherboard supposed to be connected this way?
Not necessarily.What you are confusing is the difference between electrical ground, and signal ground.In some cases they are the same.Usually, signal ground will have some voltage above ground, but less than the ground voltage. What this is doing is ensuring that a voltage can be spread among multiple circuits. Connecting a signal directly to ground COULD (not always) suck more power through the signal source, potentially causing damage (doesn’t happen that often, most circuits have a current limiting capability to prevent damage).In your first image, I expect the PLED- and HDLED- are signal ground. The two GND lines would be power ground. The PWERBTN actually feeds a circuit that acts as a relay in/from the power supply. The “RESET” is used to force all signals to go to a signal ground level, effectively terminating all signals in the system. This may actually be a circuit that removes partial power (allowing the signal to decay to ground level), or essentially form a short between signals and ground. Which function it is will depend on the circuits it is connected to - and may be both as different parts of the motherboard can respond differently (one system I used in the old days the reset only caused the CPU to stop running, and peripherals to go to a default state - memory was unaffected, another set memory to a default state as well).
