What is the meaning of Jurisdiction in American Legal System?

Jurisdiction has the same meaning in the American legal system as it has in jurisprudence in general. It means legal competence in terms of territory, which differs from the nature of felony, offence, according to the place of occurrence and type of persons affected and the law governing the acts alleged.

Could a person become an American Cop if they weren't born in America?

In the US we do not have a national police force or national standards. Basic standards are from each state and each department can also have their own rules. There are 50 states and over 12,500 different departments.

1. Yes, some people born outside of the US are citizens of the US.
2. No, not in all states. Some states allow a permanent resident (green card) holder who is on a naturalization path to be the police.
3. No police powers. In fact, again depending on the state, a municipal officer in one town may not have police powers in a neighboring town.

Police in hot pursuit do have powers in different jurisdictions involving the pursuit.

All real police in the US can carry the concealed handguns that they qualify with yearly for their own department throughout the US. They have no police powers but can be armed.
