Of course it does nothing for anyone. But the government cannot legally spend money if Congress has not approved the budget. It has to appropriate money (vote for how much should be spent and what on) and if it doesn't, ANY government spending in the new spending year is illegal. It doesn't matter what the argument is about, they're voting on the WHOLE budget. I'm sure you will agree that this is right and proper so there is democratic control of what happens to your taxes.

So if Congress doesn't pass a budget by October 1, or the President vetoes it, the government has to save as much money as possible until a budget IS passed. Government employees can't be paid and the less essential ones get sent home. And this continues until such time as Congress and the President get their act together and pass the budget.

It's almost impossible for this to happen in other countries. Either they have a stronger executive, or they have a parliamentary system where it's possible to cut through the problem by a snap general election - which happened in Australia in 1975, for example. In that case, the Governor-General, representing the Queen, was able to sack the Prime Minister and appoint his opposite number in the other main party on condition that he ask for an immediate election - which of course he did, having engineered the situation in the first place just so this would happen.

But having a combined head of state and head of government, and the insistence on total separation of the executive and legislature, makes this impossible in the USA. There can't be a snap election because the constitution doesn't provide for it, and it doesn't provide for it because that would make the President too powerful. So there's no way out of it except to have a government shutdown until Congress comes to its senses.

Government employees won't lose pay, they'll just be paid late. Which of course is going to cause them a problem with paying bills if it goes on too long. Fortunately it rarely does for more than about 2 weeks at most.

If VTU is going to shut down, then what will happen to all the students who are studying under VTU?

See, first of all VTU isn't gonna shut. It takes lots of procedure to shut down an university which is recognized across the world.Now even though if govt. decides to shutdown the univ., they have to complete the current batches which are enrolled. Because a student cannot have multiple university certificate for the same degree. So going by this, it will take atleast 3–4 years or may be more (until all the students get their degree certificate from the university) to shutdown completely.What if the University is shutdown?Nothing is gonna happen because you will get all your certificates​ and the documents from the University before closing so that there won't be any problem to anyone who had enrolled for any course.But having said all these things, the next 2–3 years will be horrible for all the students who are already enrolled and who will be enrolling to the next academic year. Students may face so many problems, they may have to shell out more money to university than what the current students are asked. They will definitely face many problems regarding examinations and results. The passing percentage and the scoring rate will be definitely on the lower side as they are in need of money to survive and complete day-to-day transactions.It'll be a very good decision if Students can opt to Autonomous colleges than the colleges which run under VTU.All the best! :)

What's the solution to the problem of Yu Yuphoria shutting down at 30-40% battery?

Dear User,For the issue of the device having issue of battery for 30% – 40% then please do the following solutions :-First shut down the device & press the power key & Vol + together for 30 secs. & with the help of volume key go to the option of Wipe Cache Partition & with the help of power button just select the option & check if the issue has been solved or not.If it won’t work then check the device by removing it’s memory card (if have) & if won’t work then change the charger & check the device.If it all won’t work then make a proper backup of the handset & visit the nearest official Service Center of YU Yuphoria.

There is a problem with your battery so your computer might shutdown suddenly.?

I have a MSI laptop and this error message recently came up on my power options. I have no issues with my cpu shutting down if I am surfing the web, streaming movies, watching youtube or whatever. The only time my cpu does shut down randomly is when I am playing games.

So I thought hmmm ok well my cpu says its something wrong with my battery so I removed my battery and just plugged straight into the cpu with the power cable. The error went away and it says now, "no battery detected". But I have the exact same issues. CPU is still only shutting down when I am playing games online.

My question is if its a battery issue like the computer is saying why would it be shutting down my laptop randomly when there is no battery in my laptop ??? This feels more like a software issue or something. Has anyone else had this problem and if so how did ya go about fixing it ???

Other this then new battery problem I have no issues with my laptop. No heating, hardware or other software issues that I am aware of. If anyone could please give me some advice on this because I can't seem to make much sense of the problem. Thanks.

Is it okay if I fold the laptop without shut down?

If you are using Windows OS then you can find something called Power options(You can find it by searching power options in start menu) and select  Choose What Closing the Lid Does from the left pane and there will be 3 options Shut Down - which clearly shuts your laptop down. No Functionalities will be active, No need to worry about heating.Hibernate -  This is the best if you ask me because the Hibernate mode saves your open documents and running applications to your hard disk and shuts down the computer, which means once your computer is in Hibernate mode, it uses zero power. Once the computer is powered back on, it will resume everything where you left off. Of course this is best if you want save battery life.Sleep - Sleep mode is a power-saving state that is similar to pausing a DVD movie. All actions on the computer are stopped and any open documents and applications are put in memory. You can quickly resume normal, full-power operation within a few seconds. Sleep mode is basically the same thing as “Standby” mode. This is best if you want to use it again after a few minutes.Do Nothing - yeah it does nothing as it says so. The best thing is you can vary these options according to your need that is when the device is charging then you can choose any of the above options, I'd prefer with sleep in this case. when it is not connected to power then you can choose hibernate(unless you want to use it after a few minutes).Coming to your question "folding it cover then will it harm my laptop?" Yeah it will if you select do nothing option.No it will not, If you select hibernate or sleep option.Hope this helps.

Could the government shutdown and issues related to it be resolved by the states benching Congress and calling for a constitutional convention?

No and highly unlikely.The states cannot “bench” Congress. They have no power to recall or otherwise directly impact US Senators and Representatives.However, they can call a Convention of States whenever they want. Even so, there are several problems with trying to use this process to end a government shutdown:The legislatures of 34 states must vote in favor of a Convention for it to be called. This will take time.The Convention can only recommend Amendments. I suppose it is possible to recommend an Amendment that would fund the government but that's really not the purpose of the Amendment process. Even if that was their goal, it's likely that arguments over the various amounts of funding would delay the process.Once the Amendment is recommended, 39 state legislatures most approve it before it takes effect. This will also take time.As you can see, this process would likely take months, even as much as a year. It's likely the current shutdown will not last that long.On the up side, calling a Convention to propose an Amendment to help prevent future shutdowns by placing some restrictions on Congress might be helpful.

What causes a HP laptop to overheat and shut down?
