You either live in a free democratic society or you do not. There is no sort of democratic label here. This means you can not just randomly exclude people based on gender, color, religion, ethnicity, wealth, disability, inconvenience, stupidity, hair color or even incarceration. When the voting age has been agreed upon, there is only one criteria that can legally or morally be used to restrict voting. If a doctor has found the person to be so mentally handicapped, they get the status legally incapacitated.In the US there are states where a convicted criminal is banned from voting for life. How can that ever be compatible with having served your time or having been rehabilitated.A democratic nation has to do four things.1) Identify who and how many can vote and make them aware of the election. Are you afraid the minority on welfare will somehow get a majority vote and change wealth distribution. That is not how a country functions, and is as likely a scenario as convicts being able to change criminal law. Well except maybe for USA that tends to throw so many in jail.Democracy is still a relatively new concept. This means that the constitutions that defines those democracies are also relatively new. But there is a huge difference on the ideas that governed peoples behavior a hundred years ago compared to today. The constitutions however has not changed. For my country Denmark this means the parliament could with the constitution in hand declare, that people on social benefits or in jail be excluded from voting privileges. It takes a bit of effort to legally safe guard the voting rights people already have, but it should be done just to be on the safe side.

Put me in charge of food stamps.
I'd get rid of Lone Star cards; no cash for Ding Dongs or Ho Ho's, just money for 50 pound bags of rice and beans, blocks of cheese and all the powdered milk you can haul away. If you want steak and frozen pizza, then get a job.

Put me in charge of Medicaid.
The first thing I'd do is to get women birth control implants or tubal ligations. Then, we'll test recipients for drugs, alcohol, and nicotine and document all tattoos and piercings. If you want to reproduce or use drugs, alcohol, smoke or get tats and piercings, then get a job.

Put me in charge of government housing.
Ever live in a military barracks? You will maintain our property in a clean and good state of repair. Your "home" will be subject to inspections anytime and possessions will be inventoried. If you want a plasma TV or Xbox 360, then get a job and your own place.

In addition, you will either present a check stub from a job each week or you will report to a "government" job. It may be cleaning the roadways of trash, painting and repairing public housing, whatever we find for you.

We will sell your 22 inch rims and low profile tires and your blasting stereo and speakers and put that money toward the common good.

Before you write that I've violated someone's rights, realize that all of the above is voluntary. If you want our money, accept our rules. Before you say that this would be "demeaning" and ruin their "self esteem," consider that it wasn't that long ago that taking someone else's money for doing absolutely nothing was demeaning and lowered self esteem. If we are expected to pay for other people's mistakes we should at least attempt to make them learn from their bad choices. The current system rewards them for continuing to make bad choices.

And while you are on government subsistence, you no longer can VOTE! Yes that is correct. For you to vote would be a conflict of interest. You will voluntarily remove yourself from voting while you are receiving a government welfare check. If you want to vote, then get a job.

Most people who are struggling in life could not POSSIBLY be less interested in politics.

Should Americans be allowed to vote who do not even know what the three branches of government are? Is that knowledge not necessary to vote effectively?

If you want to start imposing tests to determine who should or should not be permitted to vote you may come to regret it. In the first place, I’m not sure who gets to choose the judges who qualify and disqualify American citizens from exercising their rights to vote, but I’m pretty sure you will expect it to be someone who thinks a lot like you. That works until it doesn’t.When does it stop working? That’s the second issue. One day, in spite of all your efforts to disenfranchise people who you think are unworthy of democracy, people who do not think like you will eventually come into power. They will then have the ability to change all the rules governing voting, and to decide who should or should not get to vote.Then they will disenfranchise you and all of your friends. And why shouldn’t they? You started the precedent.
