99.99% of the time, unless you are signing up for service at the same time phones do not come with a sim card. As for inter compatibility with TracPhone and ATT, I highly doubt it. You could possibly unlock the phone to allow use of it on the other carrier, but last time I knew TracPhone operated on a different system (tdma or cdma) and ATT is now GSM only, so I'm not even sure the technologies would be compatible.
