Do Refurbished Phones Come with a SIM card?
99.99% of the time, unless you are signing up for service at the same time phones do not come with a sim card. As for inter compatibility with TracPhone and ATT, I highly doubt it. You could possibly unlock the phone to allow use of it on the other carrier, but last time I knew TracPhone operated on a different system (tdma or cdma) and ATT is now GSM only, so I'm not even sure the technologies would be compatible.
Are refurbished phones worth getting?
I've had ones that work and ones that didn't. If you buy it from a trusted source, there should be no problem. If you buy it from someplace like eBay, then you run the risk of being screwed.
