How to make my Youtube videos look good on 480p?

I use Windows Live Movie Maker to make my Youtube videos, and I always save them onto my computer at the highest quality, (1080p.) Youtube videos normally play at 480p quality, and my videos don't look terrible at that quality, but they don't look very nice either. I've seen some Youtube videos where the quality can only be at 480p and still look HD. I'm wondering how I can do that. I know a lot of people don't like to change their quality to 1080p, so I want my videos to look good in 480p.

Why can't I watch some youtube videos?!?

This type of situation occurs frequently -- usually because
YouTube has shut down many of its servers without telling
anybody. (They do this often in order to do stupid things like
-- change their Inbox system back-and-forth every few days;
-- remove all their blog comments, only to put them back;
-- upgrade their look, even if it results in a downgrade; or
-- ensure that your "reply" to someone's video comment
always appears as a "new comment".)

If YouTube is slow/stuck, and you get messages or advice
to change things, DON'T. It's never a good idea to tamper
around with things you may not be knowledgable about or
comfortable with -- such as java scripts, firewall settings,
flash players, antivirus utilities, pop-up blockers, registries,
or even different kinds of browsers -- because absolutely
none of those things are going to help you in the end.
Your computer/YouTube was working fine before, right?

The first and best option should always be to try and work
with what you already have -- rather than disabling, erasing,
uninstalling, separating, altering, downloading, installing,
or changing things (which may make things worse for you).

The problem of slow or stuck video downloading/buffering
often corrects itself within a few hours or by the next day.
If it doesn't, then there may be a problem with your "cache",
particularly if you get "java script" or "flash player" messages.
(That's why channel pages may sometimes appear normal,
but not regular video pages.)

Whenever YouTube seems stuck or displays weird things,
it is best to empty your cache of all "temporary internet files",
"cookies" and "history". Things are usually okay afterwards.

Is it possible to get captions on YouTube videos if there is no "cc" button?

Just a small addition to Emily Griffin’s excellent answer.Sometimes there are subtitles separately available for a Youtube video. When this is the case you can use Yash Agarwal’s Subtitles For YouTube extension for the Chrome browser:“This extension lets you add subtitles to any video you are watching on YouTube. Just drag and drop .SRT file or zipped .SRT file for your movie on to the video and the subtitles will start showing up.The extension also supports searching and using subtitles directly from download movie and TV Series subtitles from the biggest open subtitles database and http://Amara.org. Now you can search in ALL LANGUAGES. (…)”Other way, if you don’t have a Chrome browser but do have a subtitle file for the YT video: create a subtitling page for the YT videon in Subtitle Horse: Online Subtitle/Captions Editor , then upload the subtitle file, but remember to save the page to the server if you want to come back to it.Third way: same as with Subtitle Horse but using Amara’s Caption, translate, subtitle and transcribe video page. 2 disadvantages: you’ll need an Amara account (whereas you don’t with Subtitle Horse, and videos can’t be viewed fullscreen with Amara (whereas they can with Subtitle Horse).
