Suspicious car flyer around my neighborhood?

There has been a suspicious car that parks in front of ladies homes from 9 am to 12 pm and follows them. Thos has affected the whole neighnorhood. Authorities have been contacted numerous times but never able to get there in time. My question is if I can legally post flyers around my neighborhood warning neighbors to call the police if they see this suspicious character driving this certain car??
