Ok, are those files under copyright or not? If not, then you can donload and share whatever you want. If they are under copyright, then it's the question of whether the owner of the rights gave you permission. If not, things become a bit more complicated. Downloading itself is technically not illegal, since it's not you who is doing the copying - but that slope is slittery. However, that question usually doesn't arise, since most (if not all) downloading sites operate under a torrent principle which means that anything you download is also offered on your PC for sharing - which in the case that you are neither the copyright owner of those files nor the copyright owner gave you that permission, _IS_ illegal. The problem now is, that it's _not_ the government that is setting the fines. Instead, you will receive a 'cease and desist' letter (Abmahnung) from an attorney. That Abmahnung costs money and if you don't want to pay, _you_ will have to go to court over it.
