Can I transfer money from My Higher One card to my bank account?

This is not to pay for my books or food. Sure, it could be used for that. But all it is is my refund that I get every semester. I just need to get this money off of this card now. Going to the ATM every single day only being able to withdrawal 300 is annoying and it would take 8 days to get it all out of there. (My significant other and I are buying a house and we need that extra money in our bank account, not on a stupid card if anyone is wondering why I need it so badly in my own account)

There are a few different possibilities but the most likely cause of the delay falls on the merchant's side of the equation. From a purely technical perspective, a debit card refund can be processed just as fast as a debit card purchase transaction, which will be reflected in your checking account balance immediately and with transaction details in 1-3 days. Once the merchant completes processing ("settlement") of the refund transaction, everything else is automated so its not likely that your bank did anything to delay posting to your account. However, whereas the original purchase transaction ultimately resulted in a credit to the merchant's account, the refund transaction took money out. Accordingly, the merchant must: a) Have sufficient funds in his account to cover the refund, and b) Be motivated to process your refund quickly. If either is not true, the merchant may elect to delay settlement. Visa operating rules require the merchant to complete settlement within five calendar days from the date the refund is requested by you and authorized by the merchant (e.g. the date you return the product to the store and get a return receipt) and MasterCard requires settlement within one day. If you made your purchase at a major merchant, there's no good reason for a delay of two weeks but, if you're not satisfied with the service, you can complain to the merchant or the card network (i.e.. Visa, MasterCard) that placed its logo on your card but I doubt that there's much to be gained from that sort of complaint and, therefore, wouldn't recommend that you spend any more of your valuable time pursuing one.

When my bank issues me a new credit card with a different number, can I still get a refund if I return an item bought with the old card?

The transaction fails in this case, and the merchant will have to reach out to you for options (Or you might have to follow up)Case 2: Issuer Banks option: If the merchant has already sent back the cashback to the old card, and your new card was a replacement card with the same Card number, your transaction might go fine and reflect in the new card. Some banks take care of this transfer automatically at a relationship level (Remember that the bank has details of ALL your cards including your expired ones, even though you might not see it).Either cases, you can get your return done smoothly. Customer is the king, still!

What happens if I transfer too much money to my credit card?

Most credit card companies will either not allow you to overpay your account or they will accept it and only credit what is owing on the card account and then send you a check for the overage amount.

Your best bet is to call the card company and discuss it with them.
You can find out their policy on accepting more than the credit limit payments, or, if there is a purchase you are wanting to make for more than your credit limit, then you might ask card company if they will increase your credit limit to cover the purchase.

They do not need your card to process a refund or credit back to your card.

And, it has only been 2 business days. It can take up to 5 business days to see the credit show up.
