Do you even know what a slush fund is? It's usually corrupt.

As for where the money comes from, it depends on the city. Usually it comes from insurance companies, but some cities chose to be self-insured and just set money aside for lawsuits. Another choice is that they have insurance with really high (like $250,000) deductibles, so that if they get a catastrophic claim, the insurance company pays.

If the insurance company pays, it's not paid for with tax dollars. The premiums are, but not the payout.

and there are clearly different levels of poverty... a single mom with one kid making $17k a year is different than a family of four making $30k a year... both could be poor to some degree though...

it's not "changing" the idea of poor, just understanding that all poverty is not the same and different standards need to be applied to different groups...

I’ll be 26 in April and well be off my parents health insurance i was lucky to have parents that work union jobs and had everything covered. I’ve been searching and EVERYTHING is so expensive!!!! i live in new jersey and have an apartment with my fiance and i only make $13hr i cant afford another bill thats $300 i put in my income to see what i was offered and its rediculous i never really thought about health insurance before. Im rarely ever sick i at most go to the doctor 3 times a year and yet i have to pay $300 a month???????
