Why can't you upgrade Android to the latest version?

Generally it’s because the latest version of Android is provided by Google to the makers of the phones (like Samsung etc.) then Samsung have to add drivers and support for their particular hardware. This development costs Samsung money, so they need to consider if it’s worthwhile or not. They also need to consider that keeping older handsets on newer versions of software might encourage people to keep handsets longer, thereby not buying a new phone. That new version needs to be supported too, Samsung’s support system is by now used to dealing with support calls for Android 5 on a certain model of phone, but now they’ve got to support Android 5, 6 and 7 on a certain model of phone, along with all the subtle issues that introduces. There is just very little incentive to provide later versions. As of right now, all major Android handset manufacturers have a “version problem” in that they’re not very good at providing updates. If one manufacturer changed to an Apple-style policy, then that would probably force the hands of the others too, to follow.

Does updating to the latest MiUi version delete data or cause loss of root access?

No.Updating will not cause any loss of data. You can be assured. Even if you are changing the ROM version from developer to stable or vise versa, you will not loose any data. If you are changing the full ROM version then keep the download ROM in the “downloaded _rom” folder of your sd card and then choose the package from the update app. Otherwise your phone can show unexpected behaviour. But still no loss of data. Anyways as far as I know all the files are backed up in the MI cloud automatically, although this will not happen if you don't have a WiFi connection.Good luck

Does Android get updated series-wise or just directly to the latest version?

For updates within a series, OTA (Over the Air) updates are always incremental. If your device is currently on 4.4.1 and versions 4.4.2 & 4.4.3 have been released, your device needs to first update to 4.4.2 and then to 4.4.3.Every update only contain only the changes from the previous version. The update for 4.4.3 will only have the changes from 4.4.2 and not the whole binary, so applying the latest update would make no sense without the one before it.I believe that the exact same process applies to major releases as well (although I have not tried this yet). Since there are many possible versions you could be upgrading from, requiring the users to upgrade sequentially ensures that everything works as expected. Even with a complete binary file, it is possible that your old version wouldn't know how to apply the new update. This is why I don't think you can skip versions. You can however skip all the minor updates if you are ready to format your device and side-load a binary (ROM) file of the latest version.
