It pretty much takes an open flame to ignite the spray, so removing the pan from the heat source or the grill grate from the lit grill before spraying is a smart safety move. (better yet, spray on a cold grill). Not all cooking sprays use flammable propellants; a few use non-flammable carbon dioxide. The chlorofluoro hydrocarbon propellants of the past are not flammable but are no longer used because of of their environmental damage.

38% vol. is 76 proof that should work fine, but just about like I said before it wont be too good compared to something like Absinthe @ 70% or a PGA at 95.6%

Actually, normal rums are 70 proof (35%). They definitely will not sustain a flame. You may get a flareup from them. Similar to 80 proof vodka, you will get a reaction but theres still 60% water in there -- it will go out by itself.

The best rum to use to create a flame would be Bacardi 151. It's actually the correct use for 151. I know from personal experience 100 proof vodka will burn quite nicely. So, the minimum proof to burn by itself is probably somewhere between 80 and 100. But, regular rum is 70 proof so there's no real chance of it burning. I'm willing to bet that Sailor Jerry (92 proof) spiced rum would have a decent flame to it.

I can tell you this, though. If you don't chill the rum it will have a better chance of catching a flame. The colder ethanol is the harder it is to combust, so make sure you keep the rum warm. (This is why wine will not catch a flame in your glass, but will flare up in a pan over a gas stove).
