NO!!! Those games are crap and you won't be able to trade even to another GBA game, definitely not be able to migrate them into D/P. I'm guessing you have a ROM you're trying to get for use in a GBA or DS, but these things are used to rip off gamers and Nintendo every day, the worst being someone who thought they were getting a real game or a version they never heard of, only to discover it would only work on it's own and cannot be used with the legit stuff at all, and that often the ROMs are missing vital parts of the game, like the end or something along the way. ROMs are best left to play on your Visual Boy or whatever on your computer-there's not a one I've ever heard that's compatible with the real games, so they're useless except for the experience of playing it.

It's a very faithful port of the original Chrono Trigger, with a few additions (cutscenes, which can be turned off, a new battle screen, which I strongly suggest switching back to the old, and sadly, a new menu that you can't change). Chrono Trigger was one of the absolute best SNES games ever (and many would consider it one of the best games ever), and if you've never played it you need to buy it now.
