State Commissioners of Insurance oversee the industry in each state.Therefore a company that HQs in Connecticut and offers CT policies, must get approved in MA to offer MA insurance. And since each state may have slightly or very different laws and rules (remember when MA did “Obamacare” first?) these policies must be different.And since a health insurance policy ideally covers its policy owners in their state, that insurance is providing service and payment in that state. So it’s not like buying something online from an out of state seller one time. This is continual relationship and therefore, puts out of state insurers under the auspices of that state’s Insurance department.Some companies do offer across state lines but it’s likely the policy purchased by the MA consumer from a company is different in some ways from the policy bought by the OH consumer.One example is the AARP Medicare supplemental program. If your driving trough then you only need the proof of rabies and health certificate for Arizona(or your final destination). You don't need a health certificate for each state that you have to pass through to get to your final destination.

Violating probation in itself is not a crime.

A hearing will determine if a judge will impose the full sentence, extend probation or continue with the probation unchanged.

A judge could impose a term of imprisonment and release the offender on probation. A judge could also decide that time served was enough to teach the offender a lesson about leaving the state. All of this depends on why the offender left the state to begin with.

I asked my probation officer 5 times this summer to leave the state for travel to VA, NJ, WV and PA without any issues. Probation exists for a good reason - not to flaunt it or disrespect it.

Friends of my niece, same county as me, were trail riding in their neighborhood.(quite rural) Imagine their surprise when they rode out of the woods, onto the dirt road and was stopped by a Deputy who wanted to see their coggins tests.

They were riding in their neighborhood, not across county lines. One of the women had a copy of the current test. The Deputy wanted the original.
They were ticketed to the tune of $350. Each.

They fought it in court and it was reduced to $150 each and a warning to carry an original test everywhere the horse went.

FL now has a credit card sized, photo id of the horse the test belongs to. It's about $5 extra annually for the id and is accepted as the original test.

There is no penalty in FL because it is not required. You can call the previous owner and explain to them that you want them to pay for the coggins since they failed to notify you about them being out of date.

When you breed MUTTS you are incorporating BAD HEALTH from BOTH SIDES of the family.

So if the one breed has a-j health issues
the other breed has k-z health issues.
Now you breed the two.
Congratulations you now have the whole alphabet of health issues. Mutt breeder of course never do health tests.

When one breeds purebreds, with health tests you are breeding away from the HANDFUL of health issues that are associated with a breed. More often then not eliminating them entireley. It has nothing to do with OUTCROSSING. You can linebreed dogs with health clearances. A healthy dog is a healthy dog.
