bcause the millions will not give up their welfare for a job. when on welfare they get very low rent , very low or free utilities, free food, free money and they do not have to get out of bed to go to work, find a babysitter, or transportation to work. so why should they give up the good life for the life of working for all this.

The general answer would be yes! But the more important question would be to consider what type and level of support the landscaper needs. For instance, is he a solopreneur who is doing everything himself, or does he have an office staff that needs some supplemental support? Are there projects that need to be done or is day-to-day support needed? Is phone answering/scheduling needed? Bookkeeping? Social media and/or implementation of marketing plans? Vendor management?
