I would say tourism and jobs are what attracts people to cities. There are several things a city can do. I am not an tax law expert but changing the tax code and giving tax incentives to certain industries promotes the creation of businesses and therefore jobs. It can also help develop tourism and enterpreneuership. The city can invest money in promoting their tourist attractions, and of course, the nicer the citizens the better impression they leave on tourists.
