What does "federal owed" mean when filing taxes?

I just finished doing my tax returns for last year & I saw that when I finished putting in all my W2 information that my "Federal Owed" was $428. I made about $17,000 last year. Does this mean I will not receive a tax return for this year? I was expecting to owe because of my number of dependents but I was hoping the amount owed would be taken out of my tax return. My state return was about $800. What does "Federal Owed" mean? & does this mean I will not receive a refund?

If I still owe money on my car, can I move out of state with it?

I live in ohio, and am currently trying to move to Oregon to be with my girlfriend and daughter.
I'm planning on getting a new car soon, one that's safer for a child and I can actually fit a few boxes in for the trip so I don't spend thousands on a rental.
I'll owe around $15k when I move.
Still going to keep up with payments, keep everything legitimate.
But is it legal to move that far away when technically the dealership will own more of it than I do?
I'm assuming with the risk of me not paying, they wouldn't want to deal with repossessing it from 2000+ miles away

I am 16, I live in Pennsylvania, and I just recently started working. What does being exempt from taxes mean? What does it mean to do returns on taxes? I was wondering if I had to file for taxes or anything like that, or if my guardian has to put me as a dependent on her taxes. My filing status says Single, 2. What does that mean ? -taxes-?

So i been looking at my paycheck for a while now, and I've always wondered or tried to remember what i filed for when i started working here.

It says:

Federal: Single, 2
State: UT, Single, 2

The 2 is the what I am worried about, what does it mean ?

I am single, 20 years old and make 45 K a year... don't have any kids, live on my own and full time Univ Student. Should that be a 1 instead of a 2? what does it affect/mean ?

When I use turbo tax it says "Federal Taxes Due". Does this mean I owe?

I know it sounds dumb, but I've never done by taxes before. TurboTax free edition says "Federal Tax Due: $2718" and it's red. Does that mean I owe?
