Why does my friend say mean things and then claim it was sarcasm?

Sarcasm usually IS mean, it’s just not always directed at the person being addressed. It reinforces “in group” and “other” dynamics, and using it frequently is the conversational equivalent of a chimp posturing for status. It’s a lame substitute for wit. Overuse indicates serious confidence issues or an inferiority complex.

What does it mean if someone says sarcasm at its finest?

It usually means they are being facetious. If it was in response to a comment you made then they believe your comment to be sarcastic. Feel free to respond, “SAR-casm is the best defense of a weak mind.” The emphasis and stress on the first syllable is important so that they will know that your comment about sarcasm is also sarcastic. In general people enjoy humorous self deprication, particularly in a meta context. Also keep in mind that the only thing worse than a bad joke is explaining it. That would usually mean you should never try and explain a joke, but there’s a form of humor known as anti-humor. The idea is that if the joke is so excessively bad that at some point it becomes so bad that it actually becomes funny. And the more time you spend explaining why the joke should be funny, the worse it gets and therefore the funnier it gets. This is obviously a paradox, and the only thing worse than anti-humor is an explanation of anti-humor. Frankly it isn’t funny. And trying to place an anti-joke in a meta context is even worse because it will make the anti-joke slightly more funny, and therefore a worse anti-joke.Unfortunately I’m terrible at explaining anti-jokes, especially meta ones.
