To be honest there is no best Custom ROM for galaxy y other than its own original firmware. But, you can still improve its performance by lots of customization. Just Root your device and uninstall all unnecessary app from it like swipe keyboard (10mb) , samsung apps, etc. You may have different requirement in your phone than others so try learning some customizations from XDA Developers like moving all cache into SD card. And finally create a backup of your phone's OS with the help of CWM recovery app. Finally you will have your own custom ROM.
