What is import substitution? Has it ever worked? Is it generally accepted that export substitution is the superior economic theory for developing nations?
Historically all imported goods could not be produced locally were imported as luxury items. The wealthy elite investing in global markets now import goods of any kind that is produce cheaper than local markets by sweatshops and child labor in foreign countries, pay produces through government grants, such as farmers, not to grow produce, so it can be imported. Once a local product is no longer produced, that local market is destroyed leaving the consumer dependent on a foreign import where the price is manipulated by the wealthy elite government controlled industry who stole that market. This is never good!

Can a seven 1/2 month old male German Shepherd mate?
We have a 2 year old female import shepherd and purchased a male puppy. We haven't had her hips xrayed yet. We don't want her to get pregnant until we check both of their hips. She just came into heat but our male puppy doesn't seem to notice. I separate them most of the time now that she is in heat. I was wondering if he is even able to mate at this age. I want to be a responsible breeder and get their hips checked before she has puppies so I guess I should keep them apart all the time.
To what extent have Labor Unions caused the outsourcing of jobs?
Ford said two weeks ago that they would build the new Fiesta in Mexico because of the high wages here. Around $60 per hour plus perks. Ford lost four billion last year and looses about $4000 per new car sold. They are closing many dealerships. Chrysler is shutting down a plant and 7000 jobs. Toyota America does not pay union wages but pays a decent wage plus perks and made a billion last year. Last year the Longshoreman's Union shut down every port on the West coast with a strike for an increase to$90 an hour and increased benefits. The companies have an obligation to make a profit for their stock holders.

Who suggested to Trump that tariffs were a good thing?
I don't anyone did. Many many Republicans in Congress and in the White House told him it was a bad idea. But mr. Trump is so insecure that he needs to feel like he's a badass. Other presidents might have found ways around the situation rather than putting all our farmers in debt with the possibility of losing their Farms. Incoming products from China would cost two to three times more than they did yesterday. So Trump imposes a ridiculous tariff. Next day China imposes a ridiculous tariff. Now we've got two ridiculous tariffs on amount of products from each country. So in order to look like a big man Trump goes from 80 million in Goods to 450 million in Goods. This man is a nutcase and it is seriously bad that no one tries to stop this man. Our government checks and balances no longer apply because Trump despises doing the right thing.
