Phone numbers in gta iv?

I notice most of the numbers you have to dial require 10-digit dialing (area code plus 7 digits) except 911... I have seen several numbers around on buildings, advertisements etc, that do not have an area code just 7 digits, when I dial them i get a busy tone, meaning the numbers do not exist, is there diffrent area codes in the game that I would have to dial to reach these numbers, or do i have to wait for a certain point in the game to dial these numbers?

Infernus is faster, the bullet can be had if you get ... all silver in driving school and they spawn in Las Venturas randomly. Trust me, the Infernus is the fastest car. It spawns in San Fierro and Las Venturas strip. I've played this game to hell and back.
