I'm sure that report has some truth to it. I'm assuming you are referring to the recent USA Today report based on your word choices. That particular exposé covers a very narrow segment related to ports in California. I have personally never dealt with that so my opinion there would only be speculative.In the wider arc of trucking there is a healthy supply of broken dreams related to truck ownership. Much of it is related to lease purchase programs that are loosely veiled scams that offer no credit checks and easy access. They prey on people looking to break into business with minimal experience and training.The reality is that trucking requires money to operate, and you have to plan every dollar of revenue to meet potential future liabilities. A lot of new lease operators just don't have enough industry knowledge to be profitable.Your chances of success also depend very much on the terms and conditions of the lease. Usually the easier to get in the lease, the worse it is in the long run. Many of the biggest fleets use their leases as merely a thinly veiled way to bypass employer taxes and liabilities. Since many of those companies spec and buy their lease trucks, the driver is doing little more than paying to drive their truck.Owner operators who purchase their own trucks and operate using their own authority with brokers tend to have a higher success rate in my opinion. Even in some of the bad leases, a driver can make it if they go into the situation with the proper cash flow situation, and knowledge.Unfortunately some companies have their programs designed to fail. Someone leases a truck. They do ok for a while. Miles get harder to get, and eventually they fail. The company the just turns around and leases the truck to the next guy.There are a few solid programs out there, but usually they are hard to find. You also have to qualify in some case. To succeed, people really have to take the time to educate themselves before taking the plunge. Prepare financially, and have a strategy in case things aren't working. If that is too much, stay as a company driver.The industry is littered with crooks and other disreputable companies. The number one skill from a business standpoint is learning to recognize who, and how to avoid them.If you are just starting out in driving, and a company offers lease or ownership out of the gate: RUN.

In California, is there a limit on how many cars you can have per house?

Yes, there are local ordinances that define parking for residential areas and some of these limit the number of vehicles parked on the street overnight by assigning passes or decals. I know of one private community that limits how many cars can be parked by issuing each home owner a certain number of parking passes.
However the good news is that in most areas of the state parking is unregulated.

DONT DO IT!!!!! DONT!! Trust me it's not worth it. I did that and got caught within 3 days of ownership. It goes on your driving record and stays on there for 3 years (NY). Driving jobs won't hire you, you pay fines, you have to go to court, your car gets impounded. It's not worth it. If you can't afford insurance right now save money and don't drive until you can. You won't save anything at all by trying to avoid the law. There's cameras everywhere, and those cops are ruthless. They WILL catch you, this is not 2005 this is 2016 the tech is there: the fix is in.
