Yes you are able to do so when you attempt sending the message and are notified that the messaging option for that person has been turned off for you.This means that your friend on FB has gone into their messaging options and selected the wheel icon located in message box with the message/chat history the two of you have exchanged on prior messages or on top of the blank box that pops up when you select their name to start a chat or message (blank because you have never sent or received in the message/chat format) and your friend has selected block message for you. And when they pick that option on the wheel icon you will be notified they have indeed selected that at some point when you attempt to send them a message and are notified the option has been turned of for ...you.

Here's how it works:If you are on your device and it is on and you are logged in to Skype, you are shown as Active or Active Now. A green dot appears in your contact icon, and your contacts will see you in the Active Now tab of their contact list.If you are on a Skype call or regular call, you are shown as Busy.If you are not on your device (and haven't been on it for a while) or it is off or you have logged out of Skype or quit Skype, you are shown as “last seen 3 hours ago” (for example).You can also override the status shown to others.
