It controls what goes in and out of the cell because it a semi-permeable membrane. It is like the lock and key theory, if a molecule is too big, then it won't fit through the membrane. The membrane controls what goes in and out also by making sure the cell is always equal, which is called equilibrium, it will continuously pass things through the membrane to try to reach equilibrium.

They asked me if I can answer this question. It’s a great question! My response is, I can answer this question but so much is speculation. Nobody really knows the complete answer past the point of saying that it’s a complicated combination of biochemical regulatory mechanisms. There are theories. Some of the answer can be demonstrated quite well but we are talking about something that is occurring on a nanoscale…. that’s a billion times smaller than us and just as complicated.That would be comparable to trying to understand traffic patterns in New York if you’re the size of the solar system, a daunting prospect. Don’t get me wrong, scientists are trying to do this. It just isn’t easy and it isn’t simple to explain where the understanding now exists.Google explains this to some extent under “Cell Membranes “. But, if you really want to know the details of what scientists know to the extent that it is known versus what we educationally think and what we’re just guessing, theoretically speaking, perhaps it would be more beneficial if you take a course, and/ read one of many excellent references e.g. Berk Lodish, Biology of the Cell Membrane [on ]Function…best of luck.

A plasma membrane is also called a cell membrane. It is semi-permeable.
A cell membrane is made up of a lipid bilayer. A lipid bilayer is made up of phospholipids. Each phospholipi has one polar heads and two nonpolar tails. This aligns the heads to face the exterior (the ctyosol of the cell and the exterior environment) while the tails face each other. There are also proteins embedded in the membrane that help molecules that cannot diffuse/easily diffuse across the membrane diffuse into/out of the cell.
Its basic job is to regulate what goes in or out of a cell.

Yes, it is D, but WHY? Because the membrane is not permeable to all substances, and most toxins do not have the chemical composition to pass through the membrane either by passive diffusion, assisted diffusion or active transport. In other words, they are shaped incorrectly or have the wrong molecular makeup to be accepted by the cell.
