It may look hot since the sky is blue and the sun is shining with no clouds, but during a large part of the year it can actually be quite cool even during the day and especially when there is some breeze.It is also rarely humid, and humidity often is what causes the feeling of it being so “hot”, not the temperature of the air. If it is hot and dry, wearing long sleeve shirts and pants etc. is not all that uncomfortable, especially with a breeze and for all of the other factors mentioned in the other answers.Notice that in a lot of these movies, you never see sweat on the actors. If they were actually really hot in those clothes, you’d see sweat and/or sweat stains despite the fact that they are actors and there are makeup people around.Finally, in old photos and paintings of the “wild west”, you still see them wearing long sleeve clothes, long pants, and long dresses. So this is not a “Hollyood” thing, they really did dress like that.

I’m a private chef, and I just throw my chef coat over whatever shirt I’m wearing. I also like to take my chef coat off when it is too hot. The hot part is walking through a parking lot in the sun, and getting into my car between clients.
