You should have a conversation with your manager and ask, point blank: I'm available for more work but am only scheduled 8 hours every two weeks. Is there something that I should do to be scheduled more. I really would like to work more.

Then shut up and let them respond. The response will tell you very clearly if they are willing to schedule you more, or you need to look for another job.

Yes it is perfectly legal to ask for less hours. But it is also legal for them to let you go if you can not work the hours you were hired for. Normally they wont say well your fired, but will continue to schedule you as they need, and as you call off or don't show up the will terminate your for attendance issues or job abandonment. If you explain to your boss you need less hours and he says he can not do that your better of just resigning.
