Fallout 3: How do I get to the National Mall!?
There's no way to get to the Mall from the surface of the wasteland (without glitching through the "walls" that prevent you from getting there). The only practical way to get there is to to head through one of the many Metro tunnels that take you there. One way to find a tunnel to get there is to go to the map screen, and place one of your own marks in the Mall (if you know the location of one of the museums there, place a mark on that icon on the the map, for example). If you don't have anything in there, then it will take quite a bit of trial and error to find the right tunnels to get to the Mall. one tunnel I know that does take you into the Mall (after connecting through some other tunnels) is the tunnel that has an entrance near Rivet City (the city on the boat to the far Southeast, or bottom right, in case you don't know where it is). Once you get inside that tunnel, your going to have to explore the tunnels connected to it, and look for connecting tunnels with something like "Museum Station" or something similar in the name. Enter that tunnel and find a surface exit and you should find yourself in the Mall with the Washington Monument (with the guards and the gate mentioned by stickyicky990) on one end, the Capitol Building on the other, and about a half dozen museums in between (along with many Super Mutants in the trenches). If you don't end up in the Mall, then go back down and try a different exit.

First off, to get to the cities you need to beat the Pokemon League, then you can enter them and the people blocking your path will disappear. And to get into Shopping Mall 9, which I'm guessing has a bunch of ice in front of it for you, you start towards it going in a western direction from Opelucid City. After that you go south, to the grassy area; there should be an opening slightly northwest of where you are in between the fence/bushes. If you slide north from the opening, you go right into Shopping Mall Nine.
