You need to define "support". Getting a site to look exactly the same in a 10 year old browser compared with a 10 day old browser release will of course mean a lot of work, which is probably not worth it. Why does Windows 8 have two versions of Internet Explorer?

There are two versions of Internet Explorer in Windows 8. The desktop version of IE and the Metro version of IE. The underlying engine is shared. But their UI is very different. For those users who will focus on desktop interaction with Windows 8, the desktop version of IE gives them the rich web browsing experience they expect (and have today).  For those users who will focus on Metro (touch) interactions with Windows 8, the metro version of IE gives them a similar, rich experience with an interface tailored for touch users.  Windows 8 can cater to traditional desktop users or touch device users. Whichever you are, each deserves a full fidelity experience tailored to their interaction modality. As a result, there are two IE UIs.  The real difference between the two versions, technically, is that add-ons and plug-ins (like Flash and Silverlight) are only supported in the desktop version (just as they are today). The Metro version of IE only supports Flash, and only insofar as the Flash capabilities integrated in Internet Explorer (which is new).

What version of Internet Explorer? If it was version 8, then maybe Fraps hasn't update it's software for that version yet, or maybe the Runescape site hasn't updates it's site yet.

Internet Explorer 8 has finally conformed to standards, and a lot of websites still haven't updated their settings so it will run in standards on the new version.

Without knowing anything about which version of Internet Explorer you are running, which version of Windows and the environment in which you find yourself, I would guess that you - personally - probably can't.Old versions of Internet Explorer are very difficult (to put it mildly) to support properly with modern web development techniques. Anything before Internet Explorer 9 should be considered deprecated (and rightly so! - those browsers are broken in regards to web standards).The notifications are there to warn you that the page might not render properly, and that it does not probably look and work as intended. They are put there by the Quora developers. In order for them to disappear, they would have to change the code on the page, or you'd have to browse the page through some filtering proxy that simply removes the "offending" parts of the page via some matching mechanism.If you can't affect your environment, this is probably a no-go, though.
