I think one of the reasons is that in the U.S. there appears to be very little risk or downside to suing anyone. Involved in a car accident? Sue the other driver(s), naturally. The city, county, or state because the road markings were unclear. The doctor or hospital for malpractice. And the list goes on.Meanwhile, the person(s) or organization(s) sued likely have to spend large amounts of money and time to defend themselves, not to mention the added PR damage control cost for companies and other organizations with a reputation. Thus, it quickly becomes a choice of cost: to fight even if you may win in the end, or to settle. More often than not it is cheaper to settle.I call this legalized extortion or lottery.
