I think one of the reasons is that in the U.S. there appears to be very little risk or downside to suing anyone. Even if you ultimately lose, you've only wasted your own time and that of your lawyer if you used one.Best case you sue everyone in sight who is even remotely connected to the situation. Involved in a car accident? Sue the other driver(s), naturally. The city, county, or state because the road markings were unclear. The city or county because the road side bushes were obstructing your view. The nearby coffee shop because the sweet smell of their brew distracted the drivers. The fire department for slow response. The doctor or hospital for malpractice. And the list goes on.Meanwhile, the person(s) or organization(s) sued likely have to spend large amounts of money and time to defend themselves, not to mention the added PR damage control cost for companies and other organizations with a reputation. Thus, it quickly becomes a choice of cost: to fight even if you may win in the end, or to settle. More often than not it is cheaper to settle.I call this legalized extortion or lottery.

These are businesses that will get all the information you want on an individual but will charge a fee.  When first visiting them, they get you to put in all kinds of information and when you get to the next page they hit you with the necessity of signing up and paying for the service.  Avoid these if you are just looking for death confirmation.  It should not be that hard to find.
