What would happen if the White House was destroyed and the president was dead and someone else took over by force? (The bad guys failed a lot in the movies, so I was wondering what would happen if they succeeded)

First of all, I am writing a story in which the main character, along with some others, have to help stop an attack on Washington. The attacker's plans are to drop a nuclear bomb in the heart of the city, destroying the white house, capitol, treasury department, and old executive office building. They are planning to kill the president and vice president. What would happen if they were able to succeed in their plan? Would they be able to take over America? Would the United States fall? What would they need to try to do to take over America? Please help :)
