Can we connect to WiFi without a SIM card?

Yeah, you can connect to WiFi without having a SIM card in your phone.Today almost every phone is designed in a way that the WiFi feature is present in them. In order to connect to WiFi you just have to ture your phone's WiFi on and scan for the available connections. After getting your desired connection seen you just have to click on that and it gets connected. In some cases after clicking on the desired connection you also need a password which the primary user would have set for security purposes. You can also connect with your friend's phone who should have to turn his Hotspot on, or with your home WiFi or Modem cum Router. However, I would like to tell you that the only condition is that your phone should have a WiFi feature in it.

Why is my Android mobile WiFi hotspot not showing up on other devices?

There might be 2 reasons :You've created a hidden WiFi network - No one will be able to see your WiFi Hotspot in their ‘available network’ list if you've created a hidden network. However, they can connect by manually adding your wifi details in Control Panel (for windows) or WiFi settings (for Android)You've created a Hotspot with 5 GHz band - This band is not supported by old devices. They can only detect 2.4 GHz band bcoz their adaptor supports only wireless a,b,g and n. You need to have a wireless adaptor which supports wireless ac to be able to detect 5GHz band. Most new devices have wireless ac, so they can detect 5GHz Wi-Fi network.5GHz band is used by some routers to avoid congestion in WiFi channels. 5GHz band is not provided by all routers. The low price range routers which most people use nowadays only support 2.4GHz band. Channel overlapping thus takes place to a high extent. This leads to problems like slow internet speed and reduced WiFi range due to congestion. So 5GHz band is used to avoid these problems caused by channel overlapping.

When an exclamation mark appears beside the Wi-Fi and signal indicators, what does that mean?

I'm assuming Android here.Next to the wifi symbol, it means that you're connected to an access point but cannot get to the internet. That usually means one of the following:The WPA2 key is wrong (your wifi password is wrong)The wireless network doesn't have a DHCP server active (the wifi router is misconfigured or needs to be rebooted)The DNS server address handed out by the DHCP server isn't responding (the wifi router isn't connected to the internet)I'd have to try it, but I think that connecting to an isolated network with DNS and DHCP will not display the exclamation pointNext to the cell network symbol, it means that data on the cell network isn't working. Usually, this is a transient thing when changing states.

Wifi on cell will connect at home but nowhere else!?

If the wifi is authenticated to public then u can use it.

Can a phone work without a SIM card? Why or why not?

Well...Let's go with a YES....a phone, that is: the device today known as a smartphone, which employs -in some occassions- a SIM card- can work without a SIM, providing that :If you want to use that device as a phone, cellular phone, then NO, it won't work.  It requires the SIM card to be able to "enable" so to say, the actual phone number and then connect and identify itself to a cellular network and ultimately place and receive cellular phone calls. Now, it you want to use that very same device with or without a SIM card for:WiFi based Internet purposes (navigation, downloading pictures, movies, music)...Music listening.Movie / video watching.Pictures taking with the camera.Any internet based communications (hangouts, skype, etc.    -WhatsApp may depend on having had, at least once, an operational SIM card tough-)Then your phone WILL perfectly work fine, as all this activities, (except perhaps for WhatsApp activation), do not require, nor depend on a SIM card and the functionality this SIM provides.

Where are WiFi passwords stored on Android?

Note: you do not need root to view stored WiFi passwords in Android. Root would be required if you wanted to alter, modify or change these entries. Viewing, however, never requires root access. Navigate to data/misc/wifi and you will find a file named wpa_supplicant.conf. Using a file explorer such as ES File Explorer you can open wpa_supplicant.conf and use the in-built HTML or text viewer/editor to view the saved WiFi passwords in this folder. Please note that I am using a fully stock, unrooted Moto G5, and I have no problem viewing the saved WiFi passwords.
