This isn't in the Phoenix area. But in Safford, az you can do it at Discovery Park for $22/hr. They have a building with tables and chairs. The park is really pretty if you go during the spring or summer (before winter, when all the leaves fall off) http://www.eac.edu/discoverypark/rentals... Also parks are pretty inexpensive. My aunt did hers for $75 for the whole day, but they had to purchase an alcohol permit, but that was it. This was in downtown phx I believe. We are either doing ours at Discovery park, or on Graham mountain (which is free except cost to rent chairs & tables) Good lucK!

Sorry nothing is cheap in NYC. I'd just pick a fun place, like a Tapas bar or one of your favorite restaurants. We used to do that at a Tapas Bar (now out of business) with about 10 people and it always felt like a private party.
