It's been discontinued. It has been replaced by Microsoft Office Picture Manager, although some Photo Editor features are not available in Picture Manager. But don't worry you don't need it, not when you can get advanced image editing software such as GIMP for free, and legally: http://www.gimp.org If GIMP is too complex, there are tons of other free simpler image editors to try that are much better than even the current incarnation of Picture Manager.
