What makes a tobacco plant or part of a tobacco plant considered not to be market worthy? What happens?

to the plants and plant parts that do not make it to market, manufacturing/production to become Tobacco Products. Are the "Non-Worthy" plants used in the making of any other products? Are they sold on the "Black Market" in some countries? Who oversees this process to make sure procedure of whatever kind is followed? If you think that it is either our Agricultural, FDA, DEA, AFT Agencies, you would be wrong. So who does? As of 2005, inspection of tobacco was made voluntary. I'm fairly certain that this being the case with the Tobacco Crops that are classified top-notch enough to make the market, that no-one is asking that the crop that they don't consider, again, Market Worthy doesn't even get noticed as far as Inspection is concerned? Since this product long ago took over the sanity and reason of all involved with it, I would almost bet, the waste tobacco plants are used for something. What is that? Thanks.

Why is Modi not ready to reduce the petrol price in India in 2018?

Have you ever seen any shop keeper reduce the price of items in his shop once he has increased it?No! Even if the cost of raw materials goes down, he doesn't decrease the increased rates. Now, relate this to the Petrol scenario in India.Currently, cost of crude is very less, I agree. But still Petrol is being sold at the same price approximately.Hey, you “never question the big hotels and fashion outlets for the high prices” people, don't act silly. Government also needs money. You remember how you all were crying when GST in hotels was high. Everyone was sharing the pics of the hotel bills and abusing the government. And then they reduced the GST to 5%, much lesser than VAT + Service Tax. But no one thanked the government for this.People, they also need money. At least they are completing many projects (some of them started by dear slow as fu*k Congress government) on time. Recent examples are Bogibeel Bridge in Assam and Digha Bridge in Bihar. And you can't deny the fact that this government is more honest (even if 1% more honest, it's better).Crude prices are low but are expected to increase in future. Gulf is vulnerable to the disturbances and crude rates can increase anytime.If the government reduces the price to suppose 50₹/ litre: No one would thank the government. People are selfish. They want more and more and MORE!And if suddenly the rates soar high, and government increases the rates suddenly by 25–30 ₹, just imagine the reaction of Indians. The opposition will invite violence in the name of protests and then, there will be lots of crores. Who will pay? It's you, again! Money doesn't grow on trees.And you are crying as if they doubled the rates. Stop being selfish. Ask the government to show where they are spending this money, don't ask to reduce rates. We are in the mid way of two big structural reforms.If you are really poor, protest against the apparel brands and food outlets. They loot you not the government. Not this government at least. It's funny that corrupt people who didn't leave any chance of looting our money are criticizing the present government for 1–2 ₹ increase in petrol prices.PS: I have seen many friends who don't think twice before swiping their cards in big malls crying for spending extra 2 ₹ from their pocket. Funny!
