Unfortunately, there isn’t one. We have used OrCAD, Altium, Allegro, Expedition, Eagle, Board Station, Cadstar, ProTel, Tango, PADS… to name a few. Each one has its own set of good points and not so good points. It really just depends on what are your requirements in terms of features and budget. Do you need software for schematics, layout or both? How complex is the PCB you will be designing? OrCAD and Allegro are both widely used in the Semiconductor industry. Allegro and Cadstar are probably the better ones for complex boards. OrCAD is great for schematics but not so much for routing. Altium is probably the best value for money. You can even find software on a tight budget (including free software) which will not have too many bells and whistles but will do the basic design job you need. You can use just about any software. Just don't use the schematic capture and don't use autorouting.DipTrace is pretty simple to learn. EagleCAD has a lot of tutorials out there, but I don't like it.

I am writing this answer from the experience I had in the past few years. I started off PCB design with Eagle CAD software. The free version of Eagle allows you to use one sheet in the schematic file and two layers in the board file which is more than enough for beginners. (In schematic file you will be drawing your circuit and in the board file you will be able to draw the tracks and arrange the circuits.) You can refer EAGLE tutorial to get started. Once you are familiar with the PCB design process, design a simple circuit in Eagle (7805 Regulator circuit was my first PCB) and try making the PCB using Toner transfer method.
