Criteria :-Citizen of india , above 35 years, not an mp or mla and should not hold an office of profit By convention :-generally natives of a state are not given governor's post of the same state.  Practically :- the central Govt has a total monopoly on appointment and removal of governors. It was used selfishly many times when proclaimation of president rule, by dismissing the state Govt was easy. But after several legislative and judicial steps, such immoral practices are now hardly heard. Current status :-governors post is seen as a plum posting for elders who have served the ruling party at centre. The post gives the governor substantial immunity regarding court proceedings.

At the federal level:

All executive branch members except for the President and Vice President. If the vice presidency is vacant, the president may appoint a vice president under the 25th Amendment.

All judicial branch members (justices/judges).

Senators and Representatives are traditionally elected, though state governors can fill Senate vacancies by appointment. ALL Representatives are elected, without exception.

BOTHI THINK THE QUESTION SHOULD BE : if chief minister is ELECTED or NOMINATED ?Chief minister is INDIRECTLY ELECTED.( have u ever seen during assembly elections that we are directly electing our CM???? Whatever party gets the maximum seats(constituency)forms the goverment.(it should be noted here i mentioned the word seats and not votes as it may be possible that the party who has got maximum percentage of votes may not have won the maximum seats, as we follow FPTP election system) so the party with maximum number of seats becomes the ruling party/forms government.And now it is these very MLA’s ( of the RULING PARTY) and NOT OPPOSITION PARTIE(S) , who ELECT their leader( toh hua na INDIRECT ELECTION, since janta is not involved directly here)AND THE PERSON WHO WINS THROUGH THIS INDIRECT ELECTIONS IS “APPOINTED” AS CHIEF MINISTER BY THE GOVERNOR OF THAT STATE.
