First of all, consider the advantages of resident programs over using websites.
Keep in mind that you only have to install a program once, yet if you use a website, you have to first upload each and every photo, work it, then download each one again. MUCH more up and downloading in the long run, and when your internet is down, you have nothing. If you only want to edit a few photos, websites are ok, but if you have more, then resident programs are much better.
Don't expect instant perfection - depending on what you want to do and how GOOD you need it to look, it can take years to acquire those skills.

The best programs are Adobe Photoshop (expensive, but it IS the king), or its smaller cousin, Photoshop Elements (way cheaper and still very good!).

If the program HAS to be free, here are some good choices:

The Gimp. It is ugly but very good, especially for the "price". http://www.gimp.org/

Also there is seashore, which is made by the same makers as gimp, but it does not have as many features.

You can now purchase Adobe's Creative Suite 4 Master Collection which goes for $2,500 Which basically has everything you could ever need. But if you are looking for just photo editing software they have Cs4 Design Premium which is specifically for that. I myself just use lightroom 2 Works great for me :)

Get as much as you can afford.  If you'll be doing a lot of Photography and painting you'll also want a lot of hard-drive space. The retina displays in the new Macs are fabulous, so if you can afford a more current MacBook Pro I think you would really like that for working with photos. I'm a Web developer but I spend a lot of time in Photoshop. For me it has been helpful to have the extra screen space of a 15" rather than a 13." If budget is an issue you might want to go with a refurbished Mac. You can save a lot this way. Sometimes the best way to decide is to try them out. Go to a store and look at a few. What Aroldo Noriega says is true but there’s a catch it’s not the latest, you are buying CS6 - a few years old now, and there’s another catch.Because it’s older software, it is no longer supported, updated or developed (but they’ll still charge you to buy it!!) so it won’t have the profiles for recent cameras, lenses, RAW file formats etc.Third catch - it only runs on older Operating Systems. If you are using Mac OSX 8 or later, or Windows 10, then CS6 will not run on those platforms.I have kept on an external hard drive an older operating system with older Photoshop. I restart my computer from this HD as start up disk with the older OS when I need to use Photoshop.Other options. You can buy the latest Photoshop Elements outright. It depends on what edit features you want and need. This new version does some impressive things using AI, including video editing etc, but you will need to check for yourself if its features suit you. I know the older Elements did most of what pro PS did.More like full Photoshop is Affinity Photo which is good value. Its still fairly new, still updating v1. (1.6.7 currently) . It does nearly all of what Photoshop does - layers, masks, actions etc. Some things work the same but I still found it awkward and a little frustrating at first, the layout, terminology and ergonomics is different enough to Adobe PS so that you can’t assume anything so it needs time to get used to. But they do have lots of video tutorials .There’s a couple of things I dislike about it but have found ‘work arounds” or understood that it si working to a different “logic” they say on their forums they are taking notes of feedback and they are developing it, and will include some of the suggestions in updates. In terms of value for money, it si very good.There are other software out there but I haven’t used them enough to comment.
