I’m not entirely sure, since she recorded rock and roll records. It may be a matter of critical legacy. She’s not considered a massively influential figure in the form. It’s hard to defend “Who’s Sorry Now” as a rock record, or a rock-influenced record. But there are others in the HOF that recorded songs similar to Francis’, so I’m just guessing that they don’t consider her work to be absolutely essential.
