Why Do You Think These Departments And Agencies Were Created

Three reasons why independent agencies operate outside the executive departments?

a. Some agencies are independent because their functions did not fit well into any of the existing departments.

b. Some are independent to protect their officials from political pressures.

c. Some are independent to make them more responsive to interest-group pressures.

d. Some are independent because of the peculiar and sensitive nature of their functions.

Why was Homeland Security Department created?

After 9-11 and unsuccessful attempts to catch Bin Laden, the Homeland Security Department was created. The only reason I can come up with is, "The FBI, Local Police Departments, and Air Traffic controllers could not coordinated their communications with the Department of Defense. So rather than open the secured communication lines between the four, good ole buddy Bush, creates more Government to open the communication lines between the five.

Looks like instead of opening the secured communication lines, Bush closed them down temporarily so he and his buddies could personally monitor what was being discussed. To do this he created the Homeland Security Department.

Now how has the Homeland Security Department opened up the secured communications between FBI, Local Police, Air Traffic controllers, and the Department of Defense? Does Homeland Security fall under Department of Defense or does the older and more wiser Department of Defense fall under the scrutiny of the Homeland Security?

Could be the Homeland Security is like a new CIA department that is answerable to no one save the president?

Why do we have so many different types of enforcement agencies in the US?

It is the nature of our Federal system of government. The great majority of criminal and civil law is in fact a matter of state law, with local police departments and sheriff's departments being responsible for investigations and arrests. The states also have agencies with authority over the whole state, as with a Highway Patrol, or a State Bureau of Investigation for difficult forensic cases where local authorities are ill-equipped.

There are indeed a lot of federal crimes, and these necessarily are enfored by federal agencies. The Congress, over time, has created distinct agencies who specialize in certain areas; the Secret Service deals with counterfeiting as well as protecting the president. The FBI deals with most other Federal crimes, but the Drug Enforcement Agency deals with drugs, while ATF in the treasury deals with tax-evaders vis-a-vis alcohol and tobacco, as well as firearms and explosives.

There is also an American aversion to putting all police authority into a single agency.

Why is Trump firing so many people from the Department of Homeland Security?

I think this ‘Department of Homeland Security’ should be just scrapped altogether, along with the position Secretary of State and all the other UNELECTED positions in America. The USA has become the Republic of Gilead dictatorship because unelected ROGUES like Mickie Pompeo took advantage of these undemocratic positions. And then you have this Brian Hook: what is his position? Costing tax payers hard earned money to stoke unnecessary tensions with countries. Hook, a Gileadist racist cult member, should not hold this made up position he has. It is time to get rid of all these things and just keep it to the ELECTED people.

Department of Homeland Security?

The DHS was something that eventually would have happened even if 9/11 did not. We had simply too much duplication of effort (for example INS, Customs, and the Border Patrol each performing immigrationa and border protection duties) as well as agencies with conflicting mandates (such as the INS which was both an enforcement agency for illegal aliens and a service agency for legal aliens).

And to even make this even more muddled - the State Department was the agencey that approved visas into the US (generallly without consulting anybody else).

The Coast Guard was under the Commerce department, FEMA was on their own, avaition security was mismanaged by the FAA, and nobody was paying attention to the security of any other form of transportation.

Disaster communications were under the control of the US Forrest Service (whose radios could not communicate with anybody else's).

In effect the US government's efforts to protect the people of the US from natural disasters, large scale accidents and terrorism was a muddled mess.

The reorginization of all these agencies resulted in one single agency (US Customs and Border Protection for example now combines the border and port-of-entry functions that were previously performed by three agencies).

The ironic thing is that the DHS now not only does a better job at these functions - but the elimination of duplication and the streamlining of services means that the do it for ~15% less of our tax dollars.

Edit for beachbum: You really need to look at a federal government orginizational chart. The Department of Education is a 'Cabinet-level' orginization and thus does not fall under DHS.
