Sure, it even comes with a GUI. However, there's not much reason to do so. In fact, Windows Server is pretty annoying as desktop (and servers, but that's not important here) since it assumes you won't shut it down, because it's meant for servers, and security is MUCH stricter. That said, if your PC's specs exceed what desktop Windows can handle (quad socket, perhaps), it's either Win server or a completely different OS. I'm running Linux on my dual socket AMD Opteron "workstation" (read: 1U server with low power GPU stuffed in it... which somehow works) for example. Another use case for Windows server could be virtualization, since it has better Hyper-V support than desktop Windows.TL;DR: Basically, Windows server can be configured to be similar to desktop Windows, and will do fine for your use case.
