The nation had to be capable of providing for the protection of its people, peace, and prosperity. If chaos were to reign, then the government would be proved a failure.

By any reasonable definition (there are some unreasonable ones in the other answers) the American Civil War was an attempt at a revolution.  It failed, but it was certainly like many other events we have historlically called a "revolution", including the American Revolution and the Nigerian Civil War during which the attempt to create a new nation, Biafra, failed.  In each of these cases a portion of the population in a given geographic area (for the ACW, the American South) decided, through their elected representatives, to create a new nation from a portion of the existing one, by seditious and traitorous rebellion/revolution against their legal governments.  For the American Revolution, the colonists who supported the revolution organized a central government (the Continental Congress) which created armies and a navy (of sorts) and waged war against the troops brought against them by the ruling government of Great Britain.  With help from the French, and geography, that effort was successful, although many residents of the original colonies were not in favor of this separation (so some historians have called this the first ACW).  For the Confederacy, the various state governments, through their existing legislatures or through special conventions, declared secession and independence, then organized a central government with laws, a Congress, and Executive, etc and raised armies and some sort of a navy.  They lost a bloody war to the Federal government against which they revolted.  In Nigeria, a people who felt persecuted on religious and ethnic grounds as well as economic grounds (they had oil, the government took it and didn't give them what they thought of as adequate compensation) organized a rebel government and an army and fought for their independence; they lost too.This is clearly different from the French Revolution of 1789 and the Russian Revolution of 1917-18, but those were (at least from the surface view) "popular revolutions" in which a large portion of the citizenry overthrew the entire government and replaced it with a new one in more or less the same territorial boundaries.  This is very different from the American Revolution or the ACW, but that doesn't mean the ACW wasn't an attempted revolution.

When drafting the Articles of Confederation, the 13 states intended the central government to be weak. They succeeded in creating a weak central governemnt which soon led to problems. Besides financial and foreign problems under the Articles, domestic issues were coming to a head. In 1786, Captain Daniel Shays, a Massachusetts farmer and Revolutionary War veteran, led an uprising against high state taxes, imprisonment for debt, and lack of paper money. The rebels stopped the collection of taxes and forced the closing of debtors' courts. This was not the only event that spured the Constitutional Convention in Philadelphia, but it did play a role. Financial, Foreign and Domestic problems magnified the weakness of the central governement and prompted the Annapolis Convention to be held in Maryland in 1786 to review what could be done about the country's inability to overcome critical problems. Only five states sent delegates to the meeting at Annapolis. After discussing ways to improve these problems, James Madison and Alexander Hamilton persuaded the others that another convention should be held in Philadelphia for the purpose of revising the Articles of Confederation.
